The answer comes from HouseFile's records, each one checked against the council's own publications, with a link to the council's source and the date it was last verified. Four tools, all read only: check_property_licensing takes a postcode, plus occupants and households if you have them. list_council_schemes gives a council's schemes in force, starting soon, proposed and recently ended. upcoming_licensing_changes shows what's starting or changing in the next few months. licensing_coverage lists the councils the records cover. HouseFile has researched every council in England, and the records are re-checked every month.
